Brazil, Kenya Women Leaders on Front Line of Change

When Rose Omamo started work in 1988 as a mechanic in a vehicle assembly plant in Kenya, she was one of two women in a workplace dominated by hundreds of men. Her employer refused to recognize the women’s basic requests, and even her union, the Amalgamated Union of Kenya Metal Workers, negotiated contracts that excluded their concerns.

So Omamo took action. She demanded her employer provide breastfeeding accommodations for women workers and such fundamental workplace amenities as sanitary receptacles in the restrooms. Soon, she was elected union shop floor leader, and after winning a series of increasingly high positions, now holds the highest office, general secretary, in the 11,000-member national Metal Workers union. Omamo also is national chair of the Congress of Trade Unions–Kenya (COTU-K) Women’s Committee and serves on the COTU-K executive board.

Her male co-workers saw “I could fight for the men, and they put their trust in me,” she says.

Halfway across the globe in Brazil, Rosana Fernandes began working at age 22 at a plastics product factory in São Paulo, where she quickly ran for leadership in her factory union and soon was elected to a top-level position at the national Central Union of Workers (CUT). There, she created the Collective of Chemical Youth Workers section to advance the interests of young workers in her industry.

Now deputy secretary of CUT’s Secretariat of Combating Racism, Fernandes says the issues she has worked on as a union leader—women, race and youth—are all “crosscutting policies about workers who are most oppressed.”

Omamo and Fernandes are two of a 20-member Solidarity Center Exchange Program delegation of women union leaders from Kenya and Brazil here in St. Louis for the AFL-CIO 2017 Convention. While in St. Louis, the group will meet with Mayor Lyda Krewson, the city’s first female mayor, and will travel to Atlanta, where they will explore with leaders from U.S. unions and nonprofits their strategies for empowering women within their organizations.

On the Frontlines for Vulnerable Workers

Leaders in their unions, Omamo and Fernandes also are frontline advocates for empowering women and young workers to take roles in their unions.

“Most of labor move leadership is male dominated,” Omamo says. “What I have come to realize, personally, is that the biggest challenge has been, ‘How can a male trust a woman to lead them?’”

When Omamo ran for national office in April 2016, her slate included two other women, who ran for treasurer and assistant treasurer. Both were elected. “Now we have shop stewards in unions and branch officials and national officials” who are women, she says.

From the national union level, Fernandes has advocated for broader and deeper inclusion of young workers. “We must effectively incorporate youth into policies in way that renews the union movement,” Fernandes says, speaking through a translator. “Society is constantly changing itself and unions need to keep up. We need policies that are not just for youth but with youth.”

Global Solidarity to Achieve Global Goals


In her 17 months as general secretary of the Metal Workers union, Omamo has initiated trainings across the union’s 11 branches in dispute resolution, labor law, grievance handling and collective bargaining negotiating. The workers, many of whom are illiterate, are now effectively negotiating collective bargaining agreements for the first time without national union participation.

“We need to give them tools and skills to be able to represent workers effectively on the shop floor,” she says. She also has streamlined operations and tackled the union’s debt, reducing it from 4.5 million Kenya shillings ($43,200) to 1.2 million Kenya shillings ($11,520).

In Brazil, where Afro-Brazilian workers are disproportionately paid less and work in the most dangerous jobs with little job security, Fernandes is now focused on creating fair playing fields for racially disadvantaged workers.

“It’s very clear racial equality is not alive in labor market,” Fernandes says. For instance, the country’s 8 million domestic workers are overwhelming Afro-Brazilian, “a legacy from slavery that work in the home should be automatically done by black women who don’t deserve to have decent wages or (decent) working conditions,” she says. “It’s 2017, and we’re still fighting for fundamental rights for domestic workers.”

For both women leaders, global solidarity is essential to address the common struggles in their countries and around the world.

“It’s also time for us to unite together to fight together to work together in solidarity and to say we want to change the world of work so that the work that will be done by our members will be decent and not precarious,” says Omamo.

And like all the women on the Solidarity Center delegation, Omamo is ready for the challenge.

As she puts it: “I don’t believe in failing, I believe in achieving.”

When Mwahamisi Josiah Makori, a Kenyan mother of three who worked as a domestic worker in Saudi Arabia, first arrived at her new employer’s house, she was given only 20 minutes before she began work. After that, she began a three-month period which involved hard labor, brutal sleeping conditions, and no pay. For three months, Makori cleaned two houses, took care of children, and was regularly beaten by her employers. Makori, who told her story to the Solidarity Center, now lives in Kenya after returning home after never receiving pay for her work.

The conditions Makori faced, and which millions of workers around the world endure, fall outside the realm of what is called “decent work.” While all jobs come with inherent value, decent work entails jobs that are safe, pay living wages, take care of workers, provide breaks, and empower women.

This Saturday marks the 10th anniversary of World Day for Decent Work, which this year is focused on living wages, and the importance of minimum wages in ensuring that all workers can afford a quality standard of living. Some 80 percent of people surveyed around the world say the minimum wage in their country is too low, according to the International Trade Union Congress (ITUC), which spearheads World Day for Decent Work.

Makori and millions of others are forced to migrate for work because the only jobs available are in the informal economy, where low and unsteady pay, unsafe working conditions and lack of sick leave or other benefits often mean they cannot support themselves or their families.

More than half of all workers in the world are part of the informal economy, the majority of whom are women. By enabling informal economy workers, migrant workers, women workers and others traditionally excluded from union membership to join together to bargain collectively and demand their rights under the law, the Solidarity Center works to empower workers to raise their voice for dignity on the job, justice in their communities and greater equality in the global economy. Together in unions and worker associations, workers have the power to create decent work for themselves and ensure the work they do comes with dignity and economic justice.

Recently in Kenya, the Kenya Union of Domestic, Hotel, Educational Institutions, Hospitals, and Allied Workers (KUDHEIHA), a Solidarity Center partner, made key progress in its struggle to strengthen the rights of workers who migrate from the country for work. Labor brokers often give workers false information about the wages and working conditions  in other countries. A new proposal, crafted by Kenya’s Labor Ministry and KUDHEIHA, would require employers to provide workers with their contracts up front, so that there is no question of what workers should expect before they leave.

Elsewhere, Solidarity Center programs further advance rule of law and gender equality in unions and communities. In Iraq, for instance, union leader Sultan Mutlag Ahmed participated in a Solidarity Center labor law training and so was equipped to bring justice to construction workers by winning back their unpaid wages through a successful court case.

The Solidarity Center also is part of a global campaign to combat gender-based violence at work, one of the most tolerated abuses of workers’ rights. Together with the ITUC and global allies, the campaign seeks to build critical support for the adoption of an International Labor Organization convention on gender-based violence.

Victory for Kenya Domestic Workers Migrating for Jobs

Kenyans going abroad to work as domestic workers will be required to have contracts, salaries and details of their work assignments before they leave, according to the (Kenya) Daily Nation.

The draft policy, crafted by the Labor Ministry and the Kenya Union of Domestic, Hotel, Educational Institutions, Hospitals and Allied Workers (KUDHEIHA), is part of KUDEIHA’s ongoing efforts to advance the rights of domestic workers in Kenya and abroad. In Kenya and elsewhere, unscrupulous labor brokers often will not show migrating workers their contracts until they are at the airport or bus station, and frequently, the contracts are written in Arabic or a language the workers cannot understand. When they arrive at their destination, the contracts and promised salaries may even change.

“If approved, the policy takes a good first step in addressing the abuse and hardship many migrant domestic workers endure, problems exacerbated by their isolated work environments in employers’ homes,” says Hanad Mohamud, Solidarity Center Kenya country director. “But unless the policy is enforced, domestic workers, the majority of whom are women, will continue to be deceived about their wages, working conditions and terms of employment.”

In a recent series of Solidarity Center interviews, women who migrated from Mombasa to Saudi Arabia for jobs described their experiences, which included physical and verbal abuse, nonpayment of wages, inhumane sleeping conditions and 18-hour days with no days off.

Reaching out to Domestic Workers Migrating for Jobs

Over the summer, KUDHEIHA, a Solidarity Center partner, joined with allies in hosting a series of public informational forums throughout the Mombasa area on migrant worker rights. Local migrant worker and anti-human trafficking organizations, TRACE Kenya, Haki Africa and the  Kenya National Commission on Human Rights helped support the events.

Although many workers in and around Mombasa travel abroad for jobs, primarily to Arab Gulf countries, customs or embarrassment may prevent them from sharing their experiences, and many residents do not have access to credible information on migration. As a result, communities are unaware of the hazards involved in migrating for work.

KUDHEIHA, which has long organized domestic workers throughout Kenya and has won national legislation improving domestic workers’ wages, benefits and working conditions, recently launched the campaign in Mombasa to reach domestic workers before they migrate and after they return.

KUDHEIHA also is pushing for enforcement of a law regulating labor agents, and working for laws that make it mandatory for informal economy employers to pay into the country’s social protection funds.

In Kenya, where 2.5 million people toil in irregular, precarious jobs—compared with 900,000 in the formal sector—many workers are unable to support their families and so become targets for the labor brokers who haunt villages and cities and convince them to get jobs abroad. But as migrant workers, they often experience harsh conditions and lower wages than promised by labor brokers.

In recent weeks, the Solidarity Center and our long-time partner, the Kenya Union of Domestic, Hotel, Educational Institutions, Hospitals and Allied Workers (KUDHEIHA), joined with other local migrant worker and anti-human trafficking organizations to hold a series of outreach and education efforts in the Mombasa area among local communities, culminating in three migrant worker rights forums.

Although many workers here travel abroad for jobs, primarily to Arab Gulf countries, customs or embarrassment may prevent them from sharing their experiences, and many residents do not have access to credible information on migration. As a result, communities are unaware of the hazards involved in migrating for work.

Before each event, KUDHEIHA organizers went door to door and distributed information pamphlets on the street to provide people with information about the forum and invite them to join.

“Accomplishing gains for domestic workers [in Kenya] seemed impossible, but it was done,” says Livingstone Abukho, KUDHEIHA Mombasa chairman. “Therefore, it can be done for migrant workers.”

Partners in these outreach efforts include TRACE Kenya, Haki Africa, HAART Kenya and the Kenya National Commission on Human Rights.

Kenya’s Jayne Njoki Helps Lead Future of Young Workers

As a young woman working in her company’s IT department, Jayne Muthoni Njoki was frustrated by what she says were employer attempts to push her around because of her youth and sex. But rather than quit her job, which she contemplated, she ran for a leadership position in her union, determined to work with others to make change on the job—and in society.

“I needed to fight for people whose voice can’t be heard,” she says.

Now 31, Njoki is the only young person in elected leadership in the Central Organization of Trade Unions–Kenya (COTU-Kenya), a Solidarity Center partner, and also president of the International Trade Union Confederation (ITUC)-Africa Young Workers Committee.

Njoki discussed how she is working through unions in Kenya and around Africa to educate and train young workers, especially young women, this week on the Working Life podcast, hosted by Jonathan Tasini (Njoki’s interview starts at 30:02).

Many Young Workers Work in Jobs that Don’t Pay Enough to Get by

With 71 million young people around the world unable to secure employment and 156 million more working poor because they have unstable income in the informal economy, the lack of jobs that pay living wages “is a global issue,” she says.

“We need to now think of the informal sector. When I talk of informal economy, that’s where you see the majority of young people are based.

“But unfortunately, we don’t think the informal sector is part of the economy.” Enabling informal-economy workers to have a voice through unions and associations is key to advancing their rights as workers—and once the informal economy is organized, “then everything will fall into place,” she says.

Through COTU-Kenya, which she says has encouraged young workers and women to become union leaders, Njoki also is working to create awareness among domestic workers about their rights and advance their efforts to become union leaders. Many are sexually harassed and assaulted, and fearful of speaking out about their treatment, she says.

Women workers and even women leaders “can’t come out because they are afraid, they are threatened. It’s not easy to come out and say ‘this is my right [to not experience gender-based violence on the job]’ as a young person, as a young lady.”

As she takes on the challenges facing young workers, Njoki is optimistic about the future. “So many ladies, even young people and young men, they are ready to listen and they are ready to work together so we can drive the agenda together.”
